Why German drinking fountains keep appearing

German water utilities have a legal duty to make mains drinking water available in public places, indoors and outdoors, written into §50(1) of the Wasserhaushaltsgesetz when the country implemented the EU drinking water directive. That is the reason new Trinkbrunnen have been showing up in city centres, stations and parks.

The duty is qualified rather than absolute: it applies where a fountain is technically feasible and proportionate given demand and local conditions. So coverage is genuinely uneven from town to town, and a city that had nothing two years ago may have several now.
